By wiring the ruffle it allows me to have control over the shape that it is creating. I used quite a thick wiring in my toile but i am going to use a thinner modelling wire in my final design as the fabric is lighter than calico and it wont weigh down the collar too much. But it will keep the structure and create the dramatic collar.
